[SL] Fix for movie slowdown enclosed.

Hi everyone,

Eamon McKenzie, a programmer working on StarLogoT from Tufts, found a fix
for the movie slowdown bug. We also found and fixed a bug in sprout that
caused the newly sprouted turtles to ignore their list-to-run when an
observer forever button was running turtle code (The situation actually
did come up. :) )

I've enclosed the latest starlogo.patch file for StarLogo 2.0.2. Please
put this starlogo.patch file in your StarLogo application directory (If
you already have a specially customized version of starlogo.patch for a
particular situation, don't use this patch file. If the movie slowdown
bug affects you, write to bug-starlogo and we'll make up a special
version for you).
