[starlogo-users] StarLogo TNG scripting?

I have looked through the documentation available for StarLogo TNG and
_some_ of the past list traffic and have not found anything on this
topic.  I beg forgiveness if I have missed the definitive bit of
information.
 
Is there an interface through which a user can produce new blocks (a
factory for making things that go into the factory)?
